Calendar showing June 1, 2027, when the new UIF notice formats take effect

On September 24, 2026, Mexico's Financial Intelligence Unit (UIF) published two resolutions in the Official Gazette (DOF) that change how those who carry out Vulnerable Activities register and file their notices and reports with the authority.

The most important date is June 1, 2027: from that day on, every notice and report must be filed using the new formats, including those for transactions carried out before that date.

In this article we summarize what the UIF published, the dates worth putting on your calendar, what changes in the information you report, and how NoveraPLD is getting ready.

What did the UIF publish?

The UIF published two separate resolutions that are easy to mix up:

  • Registration format (alta y registro), the registration filed in the SPPLD portal by those who carry out Vulnerable Activities.
  • Notice and report formats (avisos e informes), the files submitted to report transactions or to state that there were no reportable transactions in the period.

Both resolutions are part of implementing the 2025 and 2026 amendments to the LFPIORPI, which expanded the list of Vulnerable Activities, strengthened beneficial owner identification and adjusted the notice regime.

Key dates

Date What happens
September 24, 2026 The UIF publishes the registration and the notice and report resolutions in the DOF.
October 1, 2026 Deadline for the UIF to publish the instructions and catalogs for the new formats on its portal.
November 30, 2026 The new General Rules (Acuerdo 115/2026) take effect.
February 1, 2027 The new registration format takes effect for most reporting entities.
June 1, 2027 The new notice and report formats become mandatory, including for earlier transactions. New 24-hour notice cases and registration of facilitators begin.
June 30, 2027 Last day to amend, using the previous format, a notice originally filed with that format, as long as it is still within the correction period.
July 1, 2027 The previous formats are no longer available.

What changes in the notices?

The new formats ask for more information, in a more structured way. The most relevant changes are:

More detail on the beneficial owner

The beneficial owner becomes central to the new notices. The formats add specific fields to report in more detail the people who exercise control over, or receive the benefit of, the transaction.

In practice, this means client identification files should be complete before June 2027, because that information will have to be carried over into the notices.

New 24-hour notice cases

24-hour notices already existed, but the new formats are adapted to the updated regime for notices based on suspicions, facts or indications that resources may have an illicit origin or destination.

The new cases apply from June 1, 2027. Until then, existing 24-hour notices continue to be filed under the current regime and formats.

New annexes

Specific formats are added for Vulnerable Activities recently incorporated by the reform, and existing annexes are adjusted. For most Vulnerable Activities the format changes, although not always to the same extent.

New format even for earlier transactions

From June 1, 2027, any new notice is filed with the new format, even if the transaction took place before that date. The exception is amending notices already filed with the previous format, which is allowed until June 30, 2027.

What changes in registration?

The new registration format takes effect on February 1, 2027 and focuses on figures the reform added or clarified:

  • Customs agencies.
  • Individuals or companies that directly handle the customs clearance of goods.
  • Those who carry out Vulnerable Activities through trusts or other legal arrangements.
  • Public and private facilitators, for whom the change applies from June 1, 2027.

In some cases, those already registered will need to deregister and register again. It is worth reviewing the resolution to confirm whether this applies to your activity.

What about UIF certification?

Beyond the formats, many compliance officers were waiting for the call for anti-money laundering certification for Vulnerable Activities. According to what has been reported, the call will not take place in 2026 and is expected in 2027.

Certification is not mandatory and does not change identification, notice or registration obligations. We will follow the call in the DOF and on the UIF portal.

What should you do now?

Even if the effective date seems far away, some tasks are worth getting ahead of:

  1. Check that client files are complete, especially beneficial owner information.
  2. Confirm whether your activity is among the figures that must update their registration from February 1, 2027.
  3. Identify notices filed with the previous format that may need an amendment before June 30, 2027.
  4. Review the new 24-hour notice cases with your compliance team.
  5. Make sure your compliance system generates files in the new format before June 2027.

NoveraPLD: getting ready for the 2027 formats

At NoveraPLD we are already working with the instructions, catalogs and schemas published by the UIF to update notice generation to the 2027 format.

The update covers the new beneficial owner fields, pre-validation of the information required by the new formats, and an automatic switch to the new format from June 1, 2027, even for transactions prior to that date.

For current NoveraPLD clients, the update will be applied before June 2027 with no action required on their part. What we do recommend is reviewing now that client files and beneficial owner data are complete.

Does your company carry out a Vulnerable Activity?

The format changes are a good opportunity to organize client files, controls and notices in one place.
